What is RFP Referee and How Does It Work?
The state of Pennsylvania enacted Act 44 which mandates the RFP (request for proposal) process be performed for pension services. This process involves a tremendous amount of time writing, issuing and reviewing all the proposals submitted. Many times, a municipality simply does not have the resources or time to devote to this procedure.
Christopher Englebert, Founding Partner of Englebert Financial Advisers, came up with the idea of providing an “RFP Referee” service. With 38 years of municipal pension experience, Mr. Englebert has personally answered hundreds of RFP’s for municipal defined benefit plans, including experience with Pennsylvania municipalities, townships, and burrows. His expertise positions him to be a true resource to municipalities that are issuing RFP’s for pension services.
Mr. Englebert writes the RFP with a succinct format that enables the firms responding to showcase their abilities and provide the municipality with a clear idea of what each firm has to offer. Mr. Englebert reviews each submission then interviews the respondents by phone. Following these discussions, Mr. Englebert researches the respondents’ firm, background, and checks references. He also specifically reviews their Form ADV looking for any concerns the municipality should be aware of. He then writes a concise overview of each firm with points for the municipality to consider, addressing each firm’s capabilities and shortcomings. A meeting with the municipality is then held to review the write-up and narrow down the contenders.
Mr. Englebert continues to the next step of facilitating the finals presentations. This involves scheduling in-person interviews and providing the municipality with the appropriate interview questions. After each candidate presents, Mr. Englebert gives his debriefing to the municipality. The final decision on who to hire ultimately lies with the municipality, however Mr. Englebert provides the framework to help them make the best-informed decision possible.
